Introduction |
| "It came in silently...," said 98-year-old Jessie Lee Brown Foveaux of Manhattan. An 18-year-old then, she was working in the quartermaster laundry at Fort Riley when the flu struck. "We lost lots of them," Foveaux said of the soldiers and workers at Fort Riley. "They came in so fast and furious. We'd be working with someone one day, and they'd go home because they didn't feel good, and by the next day they were gone. Every day we wondered who was going to be next." |

When was the last time you argued with a friend? You knew you were right, but no matter how hard you tried to convince her, she wouldn't change her mind. If only she knew what you knew, felt what you felt, saw what you saw, she would understand. What makes it so strange is that was the same thing your friend said to you. |
| A few months ago, you had seen people on television arguing about something called the "Bird Flu". Some said it would be the next plague and wipe out half of the people on earth. |
| Others were in a panic, demanding that their doctors give them extra doses of Tamiflu in case the illness spread from sick birds to people. Your neighbor across the street didn't think there was anything to worry about. He said the media always hypes up stories like this so that people will tune in. |

Yesterday, however, people turned on their televisions to find that bunches of people in Asia and Europe have died from the bird flu. People are panicking. Supermarkets are filled with mask-wearing shoppers buying up all the canned food they can carry. Schools, churches, and stadiums are nearly empty, you are not even allowed to leave the house! |
| Your city seems to be falling apart. There is talk of shutting down the city, forcing a round-the-clock curfew. While some are outraged at this plan, others argue it is a reasonable action. Everybody seems to have an opinion, yet no one is willing to understand the perspective of someone else. The one thing that everyone agrees is that the city is worth saving. |
| A public hearing has been scheduled to address the issue. You have been selected to research past pandemics and to take a position that will help your community deal with this crisis. |
