The Customs House (Old State House) was the center of English government in Massachusetts. The colonial governor, the governor's council, and the House of Representatives were housed in the building. Customs House
Each colony had a governor appointed by the king to run the colony. The governor's council, the group you will be making your presentation to, was the upper house of the legislature. It was made up of twenty-eight men nominated by the House of Representatives and approved by the governor. The House of Representatives included approximately one hundred and-twenty-five men who represented the Massachusetts towns that elected them.
Only white, adult males who owned property could vote in the colonies. That was about fifteen percent of the population.
